In true Eiichiro Oda style, Garp was introduced in One Piece long before his reveal. Fans just didn't know this at the time. Luffy's grandfather first appears in the side story Koby & Helmeppo's Chronicle of Toil. This explores the lives of the young men after they separated from Luffy and Zoro, and join the marines. Garp arrives in charge of Axe-Hand Morgan's transfer, but Morgan takes his son hostage to escape. Morgan did not get the jump on Garp. As you would expect, the easy-going marine vice admiral fell asleep while standing up. He finally takes Koby and Helmeppo and transfers them to Navy Headquarters, where they will begin their training.
